I have used the Display Driver Uninstaller DDU removal tool and reinstalled from safe boot, but end up with a buggy driver in regular window e.

The solution turned out to be to reload Windows 10 as 64 bit. The Win 7 ATI drivers for the x work fine after turning of some of the more modern attributes like transperancy.
