I went through Method 1 but did not fix. Method 2, I started comparing a working machine to what existed on the terminal server and found a bunch of missing items. I imported everything under the htmlfile and now that has fixed the issue with opening links in email. Also, in doing this, when I clicked on an email address, it would open in the browser.
