The instructions you quoted are for people who have purchased a full license for Office online, and have initially installed the Click-to-Run version of the product from the web site, but now want to replace that with the MSI-based version under the same license. If you have Office Starter, you have not purchased a license.

Starter is a free, advertising-supported version that can be installed only by a computer vendor, so it isn’t eligible to be replaced by a full-license version unless and until you purchase the license. If you do have a CD and license information, then you don’t have Office Starter.
